Will Title IX Renew Its Passport?

A Session for the Forum on Education Abroad on the 2022 Proposed Title IX Regulations, Potential Changes for International Programs, and the Process to Comment on the Regulations.

The U.S. Department of Education released draft Title IX Regulations on June 23, 2022, the 50th Anniversary of the passage of Title IX. Join Grand River Solutions’ subject-matter experts Joseph Storch and Andrea Stagg for a summary session of the proposed Title IX rule, specifically a return of the application of Title IX to study abroad and international programs. Joe and Andrea will also review the Department of Education’s Notice and Comment period and guide attendees on how to craft valuable feedback on the draft regulations in order to get your voice heard. This session will be specific to the implications of the Proposed Regulations for the Forum on Education Abroad membership and will help members who are considering a comment or engagement in their institution’s commenting process.

As a reminder, continue to follow your current policies and procedures that are compliant with the 2020 Final Rule until the effective date of the new 2022 Title IX Regulations.

MEET JOSEPH AND ANDREA

Joseph StorchJoseph Storch is the Senior Director of Compliance and Innovation Solutions for Grand River Solutions where he concentrates on developing new solutions for safety and equity challenges. He previously served as Associate Counsel at SUNY where, in addition to his legal work, he raised more than $20 million in external funding for legal and compliance innovations. Joe twice served as an expert witness before the United States Senate, drafted bipartisan federal and state campus safety legislation, received the NACUA First Decade and City & State 40 Under 40 awards, and is the author of more than 75 articles and book chapters, most centering around campus safety and copyright law.

Andrea Stagg

Andrea Stagg is the Director of Consulting Services at Grand River Solutions where she oversees Title IX and equity support, audits and compliance reviews, athletics consulting, accessibility and disability compliance, DEI initiatives, and Clery Act compliance solutions. Andrea has extensive experience in higher education in-house legal settings at public and private colleges and universities. She has published legal and compliance writing about sexual and interpersonal violence prevention and response, the Clery Act, NCAA compliance, and program integrity. She is a nationally sought-after presenter and has advised federal and state legislators on best practices in campus safety and sexual harassment prevention. Andrea is a recipient of the Commissioner’s Award from the State University Police as well as the First Decade Award from the National Association of College and University Attorneys.
